How it works
Atlas Bedrock helps customers research and work through non-owner-occupied short-term rental permit applications in Davidson County. Here is the whole path, including the parts still done by hand.
1. Enter the address
You start with a Nashville address, not a form. A free account saves the property so you can come back to it.
2. We retrieve the public record
Parcel, owner of record, owner mailing address, zoning, overlays, legal description, council district and census tract are pulled from Metro and Davidson County sources. Every value is stored with the source it came from and the date it was retrieved. If a value cannot be retrieved, it is shown as missing — never guessed.
3. The requirement list is built for that property
Requirements come from the active rule set applied to the property's facts: non-owner-occupied permit, entity ownership, HOA, recent purchase and more. You see what is already handled and what still needs you.
4. You provide what only you can provide
Warranty deed, entity documents, liability insurance, floor plan and proof of paid property taxes are uploads. They are stored privately and only opened through short-lived secure links.
5. Adjacent-owner notification
Candidate neighbouring parcels are retrieved from the county mailing file and each one is kept separately by parcel number. Every candidate starts as REVIEW REQUIRED and is classified by a person with a written reason. The list is never described as certified while anything remains under review.
6. Packet assembly
Generated documents and your uploads are assembled in packet order with version history and a full audit trail of who did what and when.
7. Metro submission and follow-through
Submission to Metro, Fire Marshal inspection and approval, Metro's permit fee, and permit issuance are tracked as distinct statuses so nothing is mistaken for something it is not.
What is not automated
- Adjacent owners
- Where the recipient list is not authoritatively resolved it stays REVIEW REQUIRED. We never call a list certified or complete when it is not.
- Property taxes
- There is no reliable public per-parcel source. You upload a paid-tax receipt from the Metro Trustee; we do not automate it.
- Certified mail
- Physical mailing is completed offline through USPS. The platform records mailing dates and tracking numbers — it does not mail for you.
- Your documents
- Deed, entity documents, insurance and floor plan are applicant uploads. The platform does not create or sign them.
- Submission
- Nothing is submitted to Metro automatically.
What each status means
- Property created
- The address exists in the platform and public data has been retrieved.
- Application in progress
- Requirements are being worked; documents and information are still outstanding.
- Application packet ready
- The packet is assembled. This is not approval and not a permit.
- Submitted to Metro
- Metro has the application.
- Fire Marshal / required inspection
- Inspection and approval are pending or underway.
- Approved for payment
- Metro has requested the permit fee. This is not issuance.
- Metro fee paid
- You paid Metro directly. Atlas Bedrock does not collect Metro fees.
- Permit issued
- Metro issued the permit.
